circumference of the base= 11cm

$circumference = 2\pi \: r$

$11cm = 2 \times \frac{22}{7} \times r \\ \\ 11 \times \frac{7}{44} = r \\ \\ r = \frac{7}{4} cm$

$volume \: of \: cylinder = \pi \: r {}^{2} h$

$= \frac{22}{7} \times \frac{7}{4} \times \frac{7}{4} \times 4$

$= 22 \times \frac{7}{4}$

$= 38.5$

$so.. \\ 38.5 \: cm {}^{3}$
