length = perimeter of the rectangle
perimeter = 2(L+ W) = 2(9 + 6.4) = 30.8cm
So, that will be the circumference of your circle.
the circumference of a circle = pi*d
30.8 = pi*d
30.8/pi = d
d = 9.8 cm
