a relative of yours is seeking dowry for his son's marriage. Is it socially and legally desireable?

The incident is neither socially nor legally desirable.

Seeking of dowry isn't a approved thing by our constitution. Our constitution doesn't allow to practice it.

Either it's a relative, or any high class person, if a person is found taking dowry he/she can be put to jail.

Even if the girl is forced for it he/she can seek to court.

Dowry in earlier times might be justified as at that time when the groom had to work hard and the women were uneducated and unemployed. The extra money could have been used to ease the sudden financial pressure on the groom. 
However that never justify a demand of unacceptable sum of money from the grooms side as dowry.
Today , as in the case in this question, why do even we need a dowry? Moreover why do you expect your wife to put all her hard earned money into your life. she also has parents, siblings, relatives , friends she wants to help. how she spends the  money she earns is her business only. 
 
 However at the same time a relationship is always a two sided communication. It cant survive if one is too stern or one is too coy. therefore it is advisable that you two husband and wife have a talk and clarify your finances . as both are members of the family they make they should be clear and flexible about each others contributions. 
 
See life is all about chances . there will be ups and downs and in most cases you will be better off to have someone beside you. and if you relieve your wife's family from dowry, chances are you will always have a person beside you. 
 
Life is not lived alone, don't make those persons around you unhappy.
