Let us take the milligrams for initial water be X.

Then we can find the milligrams of water remaining by using the formula:

A = P (1 - r/100)ⁿ, where A = remaining

P = initial

r = rate of change

n = time

So remaining water is

= X * (1 - 22/100)⁷ milligrams

= X * (78/100)⁷ milligrams

ATQ,

X (78/100)⁷ = 9

⇒ X = 9 (100/78)⁷

X = 51.24 (approximately)

initially there were 51.24 milligrams of water.
