Let, the initial recoil velocity of the rifle be 'U'.

Now, we have,
Mass of rifle(M) = 5kg
Mass of the bullet(m) = 50g = 0.05 kg.
Initial Velocity of the bullet(u) = 40 m/s.
Final velocity of the rifle (V) = 0.
Final velocity of the bullet (v) = 0

Thus, we have,
MV + mv = MU + mu
Or, 5*0 + 0.05*0 = 5*U + 0.05*40.
Or, - 5U = 2.
Or, U = - 2/5 = - 0.4

Thus, initial recoil velocity of the rifle is 0.4 m/s.

Actually, the law of conservation of momentum is used here, i. e., total initial momentum = total final monemtum.
