on heating the ring metal expand due to thermal expansion become ring of more radius. anf it is inserted to wooden wheel easily after inserting cold water is poured on it which brings down the temperature of rings and it contract and fit in the wooden wheel

When the metallic ring is heated it will expand because metals expand on heating.
After that, when you will try to insert it on the wheel, it might not fit exactly.
Thus by pouring some cold water, the ring will slightly decrease in size because metals contract on cooling and will fit the wheel perfectly and will not come out.
