Yes, rubber band can be regarded as solid. A rubber band undergoes a change in shape on stretching i.e. on applying pressure. When the pressure is released, it regains its original shape. Such solids are known as elastics.

A rubber band change its shape on stretching but it is solid. this happens because pressure is applied on the band which makes it to change the shape. and it gain its original shape when released. so, it is solid.
