Due to dissolved carbonates of magnesium and calcium making the water when cold.

Explanation:

Soap is sodium or potassium salt of fatty acid, made up by the reaction of alkali with fatty acids.

The hardness of water is due to calcium and magnesium ions.

Sodium salts dissolve in water as a result lather is formed .

When soap is added to hard water, calcium and magnesium ions replaces sodium (or potassium) ions in the salt (soap) and gets precipitated hence lather formation is hindered at lower temperature.

Whereas at warmer temperatures the temporary hardness of the water is removed and lather formation occurs.
