It's all because of a few factors quite a few sections of the society do not get what are the basic requirements of the society. Sometimes an individual or a group of people are involved in collecting the surplus grains not providing it to anyone. Unemployment can be another factor and education too. Thus Government provides the laws but it is its duty to see that it is implemented too such that these communities do not have to live a life of starvation.

In India, food is ample. Godowns are overflowing with grains, but still, many people do not get enough food. These are mostly from the poorer and backward sections of the society. These are malnourished and prone to various diseases. Such people can be found in states with low food production and water scarcity such as Maharashtra, Rajasthan, and some regions of Gujarat, souhtern Uttar Pradesh and Bihar, etc. These can be found in disaster-prone regions such as coasts of Orissa, Andhra Pradesh and Tamil Nadu after disaster.
