For some of those who love to interact with foreigners, it's a way to broaden their horizons and get opinions from people who are very removed from them in a cultural sense
For a few, it might also be a prestige thing, where they feel better about themselves and get bragging rights in their circle, since (from my experience), interacting with foreigners isn't a very common thing and being seen as someone who does do this often might appear "hip" and "cool" to a few
For those who don't like to interact with foreigners, I guess Aubrie provided a good enough answer already
Apart from that, people find it hard to shed their inhibitions and inertia. The unfamiliar isn't something most people like to explore and their comfort zones are where they love to be
Also, they might be afraid of making a fool out of themselves if they aren't conversant enough with the foreigner's language or vice versa
Another factor might be that they imagine it would be hard to bridge the communication and understanding gap resulting due to cultural differences. They might be curious about foreigners, but they would find it quite hard to get over these few factors
