in russian revolution KULLAKS WERE THE TERM THAT WERE GIVEN TO WELL TO DO PESANTS WHO WERE HOARDING THE GRAINS AND WERE NOT SELLING THEM IN THE MARKET . THEY WERE WAITING FOR THE TIME WHEN THE PRICES OF THE GRAINS WOULD INCREASE AND THEY COULD SELL THEIR GRAINS [ government had fixed the prices of the grains which was very low so they were not willing to sell the grains at the prevailing prices] . so stalins first job prediction was that if he would eliminate the kullaks then russia would not face food shortages. But the prediction was not correct Russia again face accute food shortages.
