Solution:

Understand first , what all cards are there in a pack of 52 cards :

Four types : Club , Spade , Diamond & Heart

(Clubs & Spade are black in color. Diamond & heart are Red in color)

Each type has 13 cards :  

Ace – (number 1)  

Numbered card  2-10

Face Card – Jack (11) , Queen (12)  King (13)

Total Cards are 52

Card numbered 8 are  4

n(S) = 52

n(E) = 4

E is the event of selecting card number 8

=>  P(E) = n(E)/n(S)

=> P(8) = 4/52

=> P(8) = 1/13

P (8) + P(not 8)  = 1

1/13 +  P(not 8)  = 1

=> P(not 8)  = 1  - 1/13

=>  P(not 8)  = 12/13
