A slow fire bursts into a flame when air is blown on it but a candle burning with flame goes off when air is blown on it. Why?

A slow fire bursts into flame when air is blown on it because air contains 21% of oxygen gas which supports combustion. Hence fire burns into flame whereas when we blow air over burning candle , flame is put off because when we blow we release CO2 gas which acts as fire extinguisher.
