V = q/C = qK/r

V1 = qK/r = 16 V ----------> equation 1

V2 = qK/2r ----------> equation 2

Dividing equation 1 by equation 2

V1/V2 = 2r/r = 2

V2 = V1/2

V2 = 16/2

V2 = 8 V.
