diameter of each hemispherical ends of the solid = 28 cm

radius = 28 ÷ 2 = 14 cm

height of the cylinderical portion of solid

h = whole length of solid - 2 × radius of each hemisphere

h = 98 - 2 × 14 = 98 - 28 = 70 cm

c.s.a of cylinder = 2πrh

= (2 × 22 × 14 × 70) / 7 = 6160 cm^2

c.s.a of 2 hemisphere = 2 × ( 2πr^2)

= 2 × ( 2 × 22 × (14)^2)/ 7

= 2464 cm^2

c.s.a of solid = 6160 + 2464

= 8624cm^2

cost of 1 cm^2 = 15 paise = Rs 0.15

cost of polishing the surface of the solid

= 0.15 × 8624 = Rs 1293.60

Answer: required cost = Rs 1293.60
