if we melt sphere then form number of cone then volume of sphere equal volume of all cones
now
volume of sphere=N.volume of cone
4/3pi. (R)^3=1/3.pi. (r)^2.h
4/3pi (28/2)^3 =N.pi. (14/3)^2.3/3
N={(4x14x14x14)x3}/(14x14)
=168

volume of sphere=N.volume of cone
