There are two types of motion in classical physics 

Transitional motion deals with the motion of the centre of mass of a system irrespective of the motion of the other points.

Rotational motion deals with the relative motion of all the other points with respect to the rotationall axis .

Purely transitional motion occurs when the velocity of every point with respect to the centre of mass is zero.

Purely rotational motion occurs when the velocity of rotational axis is zero.In your example, if the rotational axis that is the vertical axis passing through centre of mass of the top has zero velocity then the motion is only rotational but if the axis also moves such as is the normal case then it ts both, transitional as well as rotational motion.
