Stable means balanced.

neutral atom means which contain equal/same number of protons and electrons

Orbits means outer revolving shells.

Atomic number means number of electrons.

So the question says tell an element whose 3 shells(orbits) are filled (stabled) and tell its atomic number.

So Argon (Ar) is an element whose K,L,M these three orbits are fully filled.

And it's atomic number is 18 (2,8,8)
