Chargaff Rule of base equivalence was established by Erwin Chargaff. It states that when DNA  from any particular species is subjected to chemical hydrolysis in order to release its component purines  and pyrimidines

A repressor protein binds the operator (control) region upstream of the operonpreventing transcription. When lactose is present outside the cell, it crosses the cell membrane and acts as an inducer of theoperon. ... CAP promotes RNA polymerase transcription of genes leading to an increase of lac operon expression.

(a) Chargaff's rules state that DNA from any cell of any organisms should have a 1:1 ratio (base Pair Rule) of pyrimidine and purine bases and, more specifically, that the amount of guanine should be equal to cytosine and the amount of adenine should be equal to thymine.

(b) operon is a unit made up of linked genes which is thought to regulate other genes responsible for protein synthesis.
