I think that the answer for ur question completely depends on your need to have a phone or not. If u require it, then do buy it, but if it is not required, I think it is a waste of money and time as well, bcoz classes 9 and 10 are very important in a student's lifetime.They are like the building blocks of ur future.

According to me, he/she should concentrate more on studies rather than having a phone and spending time with it.
