A substance has no mass.can we regards it as matter

Matter is defined as a substanceor entity which has mass and occupy some space. So if a substance has no mass we cannotregard it as matter.

Definitely not because according to the definition of matter it is something which has mass and which occupy some space. But according to the very famous scientist Einstein mass and energy are convertible. So if something has energy it should have been matter once.
