Since water is a compound, it won't show the properties of its constituents. Whereas the mixture of liquid O2 and H2O will show the properties of the constituents.
So you can pour both the test tubes one by one on some fire and observe if the fire runs off. The one in which it runs off, is the water and the other one is the mixture of H2O and O2. It happens because water is an extinguisher fire, while H2O is a combustible substance and O2 is a supporter of fire.
