A torch doesn't glow when cells are not arranged in correct order. Give reason?

Because proper amount of current cannot flow through the bulb filament.

the torch circuit will be complete only when the two terminals touches the positive and negative at the same time and again the circuit terminals will be having positive and negative respectively so all these things must be matched to close the the circuit.
