The velocity(speed) of the train is 108km/hour.
We should expand "1 hour"

1 hour=60minutes
60minutes=60seconds
 (60*60 )= 3600
1hour=3600seconds

So we conclude that 1second= \frac{1}{3600} hours
Do what we always need to do to find a fourth value. Do the proportions.

1:v:3600:108
1*108=108
 \frac{108}{3600} = 0.03

Therefore, the train is going at 0.03km/second

108 \frac{Km}{hr}  =  \frac{108 \times1000\ m}{60 \times 60\ secs}  =  \frac{108 \times 1000}{3600 }   \frac{m}{sec}  = 30 metres in one second
