the rings form when a layer of the bark dries up and is covered by another layer and so on. the rings tell the age of the tree

During unfavourable conditions in autumn the plants are less active and no not require more water and mineral salts Hence the wood produced in this period is less number of xylem vessels having marrow lumen This is known as autumn wood or late wood
