A vector and B vector are two vectors. Can A vector+ B vector be 0?

Yes, but only if A and B are zero vectors, i.e., if their magnitude comes out to be zero.

if vector a and b magnitude be zero OR its magnitude are equal and in opposite direction then vector A + vector b be zero.
