If it stops in 1 second then

F = vm/t
= (40 × 5/18) × 1000 / 1
= 11111.1 N
= 11.1 kN

Force exerted by vehicle on pillar is 11.1 kN.

Note: My Answer can be incorrect because time taken for it to stop is not mentioned in the question. I assumed that it stopped in 1 second.
