A wet handkerchief is placed on the forehead because water will absorb the latent heat from the skin resulting in the lowering the temperature of the body....

Doctor's advice to put strips of wet cloth on the forehead of a person having high fever , As water evaporates from the strips of wet cloth placed on the forehead of a person, it absorbs heat from the body. The body temperature gets lowered and the person gets some relief from fever.
