If a wire is bent along the boundary of a circle then to a square.In that case the circumference of circle and the square will be equal.
So,
Circumference of circle = Perimeter of square
2 x π x radius of circle = 4 x side
2 x π x 28 cm = 4 x side
2 x ( 22/7 ) x 28 cm = 4 x side
2 x 22 x 4 cm = 4 x side
side = 2 x 22 x 4 cm / 4
side = 44 cm.
Area of a square = side²
= ( 44 cm )²
= 1,936 cm².
So, the area enclosed by that wire is 1,936 cm².
