Length =36cm
Width =30cm
Perimeter of rectangle =2(l+b)

=2(36+30)

=2x66

=132cm

The same wire reshaped in circle now so

Perimeter of rectangle = Circumference of the circle

Circumference of circle = 2 pi r

132= 2 pi r

132=2 x 22/7 x r

R=132x7/2x22

R= 21cm
