Length of wire = 2 (l + b)

$= 2(40 + 22)$

$= 2(62)$

$= 124 \: cm$

Perimeter of square = 124 cm

$4 \times side = 124 \: cm$

$side \: = \frac{124}{4}$

$side \: = 31cm$

now. area of rectangle = l × b

$= 40cm \times 22cm$

$= 880 \: cm²$

Area of square = side x side

$= 31cm \times 31cm$

$= 961 \: cm²$

So, square encloses more area.
