May be they were among the triplets( giving birth to three offspring at the the same time) or quadruplets(giving birth to four offspring at the the same time).

Either way the question mentions only about two sons. If they were a triplet, the third child could have been a boy or girl and if they were a quadruplet, the other two children could have been one boy one girl, or two boys or two girls.

This way they are born at the same hour, same day of the same month of the same year. But we do not call them twins
