John Fairenheit (that's not his real name) made what was one of the very first temperature measurement systems. He made 0 on his scale the freezing point of a brine and 100 was his body temperature. Unfortunately his body temperature was high when he did this so a body temperature of 100F is considered a fever.
Later John celcius (that's not his real name) decided that he could make a better measurement system. Since it had to be easily recreatable and accurate he decided to use something that most humans have access to. The decision to use water at sea level was a pretty good call in my opinion because most people have access to water and some are near sea level. 0C is the point where water begins freezing and 100C is the point where water boils (all of this is at sea level). This scale was much easier to reproduce and that is why deg fairenheit are actually based on deg C (that's why the conversion is 9/5 deg F to deg C instead if some irrational number)
Back to your question a degree C is 9/5 or 1.8 degree F. I don't like it but my stove is in degrees F the expansion rate for steel is . 001″ / (1"*deg F) as a nice rule of thumb and I don't know why the US insisted on using it after everyone switched.
