About three forth surface of earth is covered with water. Then why is there scarcity of water?

Thank you for asking this question. A really easy but an interesting question to ask.
Hahaha one would really find it funny that there is so much water on earths surface yet we are facing a water scarcity. Its because the water is not being utilized properly and there are not much water resources such as reservoirs dams built all around the world especially in third world countries.
