Since Venice makes a lot of it's money off of foreign merchants, this would take a toll on the economy of Venice. When asked if the welfare of one man trumps the financial health of the state, it can be seen from a few perspectives. From the Christian point of view it does, but when looked at from a economical or even political point of view, it would be more beneficial for Shylock to reap what he has sowed and take his bond. It is a tricky subject no matter how you look at it.
