Explanation:                                                                                                         According to Antonio, the Duke must side with Shylock for the financial health of the state. He says that if he does not allow Shylock to take his bond, then foreign merchants such as Shylock will lose their security. Since Venice makes a lot of it's money off of foreign merchants, this would take a toll on the economy of Venice. When asked if the welfare of one man trumps the financial health of the state, it can be seen from a few perspectives. From the Christian point of view it does, but when looked at from a economical or even political point of view, it would be more beneficial for Shylock to reap what he has sowed and take his bond. It is a tricky subject no matter how you look at it.
