(A) low energy cells contain more particles

The Boltzmann canonical distribution law states that states with lower energy will always have a higher probability of being occupied. this distribution of particles according to the Boltzmann distribution law is an exponential distribution.

Therefore we can say that lower energy cells will contain more particles as they have a higher probability of getting occupied.
