According to ncert all birds and mammals are regulators but what about penguins, they are stenothermal, they can't tolerate wide range of temperature.... So how can we say that all birds and mammals regulate?...

we can say that all birds and mammals regulate if the bird and mamals gives birth young ones with a particular temperature but penguins are not able to shape their body in different temperatures
