The crown intervened in India since the company was heavily in debt and though the crown did not take over the company (East India) but sought to activities and functioning of the company thus the word regulating.

The act provided for appointment of a Governor-General along with four Councillors in the Presidency of Fort William (Calcutta), jointly called the Governor-General in Council.

This was the first direct interference made by the British government in the affairs of India. Its purpose was to take a step towards removing the political power from the hands of a trading company. The act also provided specific measures to set up a new administrative framework. The president of the company’s Calcutta factory, who used to be the Governor of Bengal, was made the Governor-General of all the Indian territories of the company.

Hence it can be safely said that the appointment was more from the crown.
