According to rules in India industries can't put their untreated sewage in rivers. why such rules are not followed? give any three reasons?

It is true that industries are not allowed to drain their sewage in the rivers as it contaminates water bodies causing pollution and becomes the cause for environmental degradation. Despite the rules, industries discharge their waste in the waste in the water bodies. It has lot to do with insensitive approach of the industrialist who are flouting such rules. Corruption, red tapism is also one of the causes whereby government officials are often negligent and are also bribed by industrialists to over look such acts. Delay in enquiries are other major set back. Industrialists also fail to do sewage treatment before dischargement.
