According to the 2011 Census , the population of city A increased even though its death rate was higher than birth rate . the population of village B decreased even though its birth rate was higher than its death rate . Define the factor that could have caused this​

The rate of natural increase is the difference between birth and death rates. It measures the degree to which a population is growing. Since birth and death rates are measured as the number of births (or deaths) occurring per 1,000 population, the difference is divided by 10 to convert this rate into a percentage. Logic follows then that if the birth rate and death rate are equal, the population is not changing and if the birth rate is less than the death rate, the population would be shrinking (ie. more people are being “taken away” than are being added to the area).
