According to the "Circle of Justice", a king cannot survive without soldiers and soldiers cannot live without salaries due to that reason it was important for  soldiers to please the peasants. Salaries of the soldiers came from the revenue paid by the peasants although peasants were allowed to pay their revenue only when they were prosperous and happy.
