Well, the term weak indicates that the pH of acid is very less than 7. For eg:- If pH of an acid is 6.5 then we categorize it as a weak acid. Similarly if the pH of base is not very much more than 7, we say that it is a weak Base. For eg:- If the pH of a base is (say) 7.3 then we categorize it as a weak base.

If a base which is less than 100% ionizes in solution is known as weak base. For example: Acetic acid is dissociates into ions but it does not ionize 100% therefore it is considered as weak acid. Ammonia dissociates into ions but it does not ionize 100% therefore it is considered as weak base.
