Although acetic acid is highly soluble in water it is still a weak acid because it has less number of hydrogen ions H+. so acetic acid is weak acid.

It is Ph i.e. Positive exponent of hydrogen ion concentration, is such that it determines the strength of an acid. Ph is low for acetic acid.
