. Social welfare reforms –
— Measures for welfare of Harijans temple entry, use of public facilities increase in their number in govt services.
— Attention given to education, health and sanitation.
— Encouragement to indigenous enterprises and khadi through subsidies.
— prison reforms
— Developed National planning committee.
Agrarian reforms – The ministry could not completely abolish zamindari system because it didnt have adequate powers but managed to legislate a number of laws relating to land reforms, debt relief, forest grazing, land tenures, etc.
Labour reforms – The focus was on promoting industrial peace and reducing strikes as far as possible by compulsory arbitration and mediation of ministers.
The ministries treated militatnt trade union protests as law and order propblems.
Civil liberties –
— Lifted ban on organisations like Hindustan Seva Dal, press restrictions, newspapers.
— Political prisoners were released.
— Land confiscated and pensions od officials associated with CDM were restored.
The congress ministries resigned in 1939 on the outbreak of WW2, but in these 28 months it confirmed the contention that self govt was necessary for radical transformation. People were able to perceive what is going to come if independence was won.
