It is not in passive form and cann't be done into active.

Explanation:

A sentence that has a finite, transitive verb, only can be turned into passive voice or vice versa. Further, the presence of a past participle doesn't necessarily mean, the construction is in the passive voice. All past participles are not verb forms.

A compound adjective ‘well done’ has no influence on the voice of the sentence. So, as ‘it is well done’ is not a passive structure, it cann't be turned into an active structure.
