Initially, after theadministrative reforms of Akbar the Great, the Mughal empire was divided into 12 subahs : Kabul, Lahore, Multan, Delhi, Agra, Avadh, Illahabad, Bihar, Bangalah, Malwa, Ajmer and Gujarat.

the mughal administration was a mixture of indian and foreign system of administration.
