The most common type of litmus paper used is yellow, and turns red when something is acidic, and blue if it is basic. But salt water is neutral in terms of acidity and basicity. So the litmus paper will stay yellow because yellow is the color it turns for something neutral.

No change will occur in the colour of litmus paper if salt is neutral and acidic salt will turn blue to red and basic salt will turn red to blue.
