decimal expansion of  13/3125 = 13 / [5*5*5*5*5]

Division by each 5 will add one decimal place. So after 5 decimal places, the decimal expansion of the number will terminate.

13/5 = 2.6
2.6/5 = 0.52
0.52/5 = 0.104
0.104/5 = 0.0208
0.0208/5 = 0.00416
