Yes, this statement is true because the vast empire of Harsha Vardhana disintegrated into smaller princely states all over North India, soon after he died in 647 C.E.


His successor Yashoverma failed to keep the entire empire united as before, as he was busy fighting constant battles with the kings of Kashmir and South India.

The empire of Indian emperor Harsha Vradhana was disintegrated into many parallel states right after his death. Harsha died in 647 AD. Yasoverma took the crown of kannuj son after the death of Harsha. But the quest for Kannuj kept remained for years.  

Many of the neighbors of Harsh kingdom like Chalukyas, Lalitaditya, Vinayadhitya and king of Kashmir had declare war over Kannuj. Finnaly Yasoverma was defeated by Lalitaditya and later by the Ayudhas and kept on going.
