PREFACE.
For some years past the Government of Assam have
hail under consideration the preparation of a new Jail
Manual. The Manual at present in use has not under-
gone revision since it was compiled in 1899. Owing to the
insertion of numerous correction slips embodying the changes
made from time to time in the rules and forms, the two
volumes of the present Manual have become difficult to
handle. The index is also hopelessly out of date.
The arrangement of the new Manual is on the lines of
the latest Madras Manual, with necessary changes to meet
conditions in Assam. The work consists of two volumes,
vis., Volume I containing Act No. IX of 1S9± and the
Rules with an Index and Volume II the Appendices and
the Forms of Registers, Returns, etc.
